Applicability
Applicable to rural domestic and farm consumers for uses in the home and on the farmstead, including seasonal usage, and stock wells subject to the conditions of service and the established rules of the Association.
Availability
Available throughout the service area of the Association except within the corporate limits of Akron, Otis, and Eckley and in the village of Platner, subject to the line extension policy.

Semi-Annual Billing
Low usage consumers with a monthly averate of 100kWh or less may be billed on a semi-annual basis in accordance with the Association's rules. The seasonal rates will apply and will be determined by multiplying the service charge and each kWh block by the number of season months and using the corresponding season rate.
Budget Billing
Consumers on this rate may elect to use Budget Billing as described on pages 48 and 49 of the rules and regulations. Seasonal billings will not be eligible for Budget Billing.
Minimum Charge
The minimum charge shall be the greater of the service charge or the transformer capacity minimum.
The transformer capacity minimum charge per meter per month per kVA shall be $1.00
Where more than one consumer is served from a transformer, the minimum will be allocated to each meter in proportion to the capacity required by each, using whatever information is available to their respective requirements.
If electric service to the location has been extended under the line extension policy, then the minimum shall be the greater of the minimum as specified in this rate or the line extension minimum as specified in the AGREEMENT FOR ELECTRIC SERVICE. This minimum shall apply to the service beyond the initial term of the contract regardless of ownership.
Connection Charge
Connection or reconnection of an existing service will be made providing the consumer pay a charge of $15.00.
Conditions of Service
New three-phase power will be supplied to farm consumers on the commercial rate.
Terms of Payment
In the event the current monthly bill is not paid within twenty (20) days from the billing date, it will be delinquent. At that time, each account with a delinquent balance will be assessed a $10.00 late charge. Bills that remain delinquent at the start of the next billing cycle will be assessed an interest charge of 1% of the amount unpaid at that time and may also be subject to disconnection for non-payment. However, disconnection for non-payment shall not relieve the consumer of responsibility for the payment of the bill and additional interest penalties shall be added at the beginning of each subsequent billing cycle at the rate of 1% per month.
